Jacky Houlie, founder and practice leader of JH & Co, has over 20 years of experience advising on international tax, transfer pricing, IP valuations and supply chain optimization, mostly as a senior partner at Deloitte. Euromoney and the International Tax Review have consistently listed Jacky as a leading practitioner in the field. Prior to establishing the Firm, Jacky served as a Transfer Pricing & Business Model Optimization practice leader and Transfer Pricing controversy and APA practice leader as well as Tax Group co-Leader for Deloitte Israel.
Jacky specializes in dealing with complex tax and transfer pricing issues and has extensive experience in cross-border planning, and intellectual property planning, including with reference to the BEPS initiative.
Jacky is the author of “Transfer Pricing”, the first comprehensive book on transfer pricing in Hebrew and has published articles in leading Israeli professional publications. He has been an expert guest speaker on transfer pricing and international taxation issues.
Jacky holds an LL.M. degree in International Taxation (Cum Laude) from the University of Leiden and is a member of the Israeli and NY State bar associations.

Shlomo Hubscher, a partner at JH Consulting in Tel Aviv, specializes in Cross-Border Transfer Pricing services for over 20 years. His experience has included economic calculations and modeling, business restructuring, supply chain optimization, and tax planning, from due diligence efforts through compliance strategies and tax audit defense. Shlomo has also supported Base Erosion & Profit Shifting compliance, based on the OECD’s BEPS initiative, on a multinational scale, coordinating both tax and transfer pricing aspects and requirements in jurisdictions on a global scale.
Prior to joining JH Consulting as a partner, Shlomo served as a Senior Tax Director in the Transfer Pricing department at Deloitte Israel, where he worked for 13 years, including a secondment at Deloitte Tax LLP in Chicago, with specialization in U.S. Transfer Pricing legislation (Section 482 of the Internal Revenue Code). In addition to Section 482 and the OECD Guidelines and the BEPS transfer pricing legislation, Shlomo also maintains expertise in Section 85A of the Israeli Tax Ordinance. During his time at Deloitte Israel, Shlomo co-led a team recognized by International Tax Review as ‘top tier transfer pricing practice’.
Shlomo has served multinationals operating in a variety of industries, including communications, pharmaceuticals, solar energy, hi-tech, life sciences and industry.

Shlomo earned his B.A. in economics and logistics from Bar Ilan University and his MBA from University of Haifa.
